He was predeceased by: his parents, Mary Agnes (Ferguson) and Oscar Howard Starr. He is survived by: his wife Sonja; his children, Scott Starr (Tina) of Wilsonville, OR, Kerry Burke (Bob) of Mullica Hill, NJ, Mindy Grubbs (Jonathan) of Anderson, IN and Dan Starr (Abbe) of Fort Wayne; his siblings, John Starr (Becky) of Crown Point, IN, Guy Starr (Shirley) of Canal Fulton, OH, Mary Gail Larkin (Jim) of Front Royal, VA and Barbara Starr of Virginia Beach, VA.; his grandchildren, Samuel Starr, Kelsey Berger, Kayleah Carmichael, Robby Burke, Andy Burke, Danny Burke, Gabrielle Grubbs, Rachel Boyer, Hannah Grubbs-Oechsle, Charis Grubbs-Ray, Noah Starr, Jacob Starr and Tucker Starr; and his great great grandchildren, Logan Berger and Piper Starr.

Due to state mandate, guests must wear nose and mouth covering masks at all times, maintain social distancing, and refrain from contact to keep everyone safe while participating in Allen's funeral service.

Allen won his college's Ray McLean scholarship for business administration majors as well as a postgraduate grant at Kent State University with the National Science Foundation.
