He is survived by: his son Perry Scott Baxter, Jr. of Tucson, Arizona; his stepchildren, Jessica Van Meter (Hill) of Edgewood, Indiana and Joshua Perry Hill of Indianapolis, Indiana; his sister Diana Parmer of Anderson; his niece Tara Harris-Retherford (Parmer) of Elwood, Indiana; and his brother Tim Baxter (Jody Baxter).
