He was predeceased by: his parents, Louise Starks Sr. (Anderson) and Stanley Starks; and his brother Robert Starks. He is survived by: his wife Sandy Starks; his sons, John Starks (Jennifer) and David Starks (Crystal); and his siblings, Stanley Willis, Stanley Starks Jr., Michael L. Starks, Warren P. Starks, Diane K. McAtee, Martha J. Starks-Williams, Craig S. Starks and Anthony L. Starks. He is also survived by 7 grandchildren; and a host of extended family and friends.
