He was predeceased by: his parents, Millard Waters and Mae Waters; the mother of his children Dorothy Watters; his son Randy Singer; his siblings, Evert Waters, Roger Dale Waters, Betty Stevens, Helen Waters, Ellon Waters and Lottie Waters; his sister-in-law Jurlene Waters; and his grandson Shane Singer.
He is survived by: his children, Tony Singer (Susan), Robert Watters (James), Troy Watters (Diane) and Leslie Reading Woodson; his siblings, Millard "Junior" Waters, Guy Waters (Kathy), Elsie Jones, Stella Ball (Joe), Edna Waters and Joyce Waters; his brother-in-law Don Stevens; and his close friend Carl Burchfield. He is also survived by five grandchildren; six great grandchildren.
