He was predeceased by: his grandparents, Stanton, Pauline Phelps, Fred and Myrtle Carter. He is survived by: his parents, Rex Carter and Phyllis Carter (Phelps) of New Castle; his stepchildren, Tommie Barnes (Shane) of Spiceland, Chad Justice (Jessica) of Mt. Comfort and Jessi Ownes (Chad) of Zuni, Virginia; his friend Sandi Clark of Springport; his siblings, Tamara Lynn Carter of New Castle and Anthony "Tony" Carter; his nephews, Jonathan Duncan (Theresa) of Indianapolis, Joshua B. Carter (Chandra) of New Castle, Ian and Collin Carter of Indianapolis; and his great-nephews, Jordan Duncan and Keegan Carter. He is also survived by 8 step grandchildren, 2 step great-great grandchildren; his former wife.
