She was predeceased by: her parents, Hascal Decker and Vona Marlow Decker (Luttrell); her husband Melvin O. Phelps; her son Mel Phelps; and her siblings, Larry, Donald Marlow and Rosemary Bush.
She is survived by: her son Robert Phelps of Fairborn, OH; her grandson Xander Phelps; and her close friend Glen Thurston. She is also survived by several nieces, nephews and close friends.
Visitation was held on Saturday, August 29th 2026 from 11:00 AM to 2:00 PM at the Mt. Summit Christian Church (508 S Walnut St, New Castle, IN 47362). A funeral service was held on Saturday, August 29th 2026 from 2:00 PM to 3:00 PM at the same location.
Memorial contributions may be given to Riley Children's Hospital.
