He was predeceased by: his father John A. Foster; his wife Lisa Starkey; and his son Devon Starkey, Jr.. He is survived by: his children, Richard Evans (Kim) of Chesterton, David Lee Evans of Portage, Brittney Janiga of Portage, Alyssa Janiga of Portage, Jacquelynn Janiga of Valparaiso and Katelyn Starkey of Platteville, WI; and his siblings, Ricky Starkey (Angie), Henry Huff, John Caldwell (Sonna) and Kimberly Starkey. He is also survived by seventeen grandchildren; and one great grandson.
