He was predeceased by: his parents, Earl Austin Rhoades and Cora Belle Rhoades (Warfield); his wife Janet Alice Skillman; and his siblings, George Rhoades (Dorothie), Kenneth Rhoades (Emily), Waldo Rhoades, Marjorie Moore (Wilbur) and Buella Gahimer (Haskell).
He is survived by: his daughters, Christina A. Bullard (Jim) of Shelbyville and Susan B. Kent (Jerry) of LaBelle, Florida.; his grandchildren, Jeremy Bullard (Rhonda) of Shelbyville, Chelsey Smothers (Matt Branson) of Shelbyville, Kyle Kanouse (Emily Smith) of Hollywood and Tiffany Haggard (Jeff) of Greenwood, Indiana.; and his great grandchildren, Olivia Bullard, Nolyn Smothers, Addysenn Smothers, Mavrik Branson, Hailie Haggard, Madisyn Haggard and Jaxson Haggard.
In lieu of flowers the family is requesting memorial contributions be made in Cecil's name to Mountain Mission School, 1760 Edgewater Dr., Grundy, VA 24614 in memory of Cecil.
