He was predeceased by: his parents, C. Samuel Oats and Barbara Jean Oats (Evans); his son Anthony Oats; his stepson John Muncie; and his brother Charles "Cliff" Oats.
He is survived by: his wife Cindy Oats (Stump) of Thorntown; his daughter Anne Parker (Stephen) of Lebanon; his grandchildren, Jakob Cox and Alexandra Cox; and his stepgrandchildren, Kailyn Hoagland, Hannah Parker and Alyssa Parker. He is also survived by two great granddaughters; and two step great granddaughters.
