He is survived by: his parents, James Frank Milligan and Carolyn Milligan (Norman) of Valparaiso, IN; his sisters, Sylvia Glass (Jacob) of Crown Point, Patricia Bratcher (Derrick) of North Carolina and Naomi Kinyon (Brice) of South Bend; his siblings' children, Jodeci, Jameer, Isaac, Violet and Connor; and his grandparents, Leland, Paula Norman and Lillian Milligan. He is also survived by many loving aunts, uncles, cousins, and friends.
