He was predeceased by: his parents, Harlan Brooks Carter Sr. and Pauline Thompson (Vandrell); and his siblings, Harlan A. Carter, Kay Jones and Paul Carter.
He is survived by: his children, Jeff Carter of St. Joseph, Amy Stark of Leavenworth, Molly Carter of Portland, Ore, Bobbie Albert of Lansing and Jeannie Crouse of Gardner, Kan.; and his brothers, Carlen and George Carter. He is also survived by 14 grandchildren; and five great-grandchildren.
