He was predeceased by: his parents, Hiram Baxter and Patricia Baxter (Younkin); his sister Nancy Baxter; and his son Jordan Lance Baxter. He is survived by: his significant other Connie Baxter (Zenor); his brother Charlie; his sister-in-law Karen Baxter; his sister Lori; his brother-in-law Jeff Underwood; his brother Alan; his children, Dustin, Sarah Baxter and Trent; his daughter-in-law Tara Talley; and his daughter Olivia Natelli. He is also survived by his ten nieces and nephews.
The family welcomes both flowers and donations made in Jeff's name to the National Network of State Teachers of the Year, in honor of his lifelong commitment to the craft of education.
