He was predeceased by: his wife Judith A. Phelan. He is survived by: his sons, Andrew Phelan (Colleen), Craig Phelan (Michelle) and Scott Phelan (Jentry); his grandchildren, Sam, Jack, Quinn, Jude, Brooke and Colton; and his siblings, Kathy, Sue, Pat, John and Bill.
