He was predeceased by: his parents, James E. Carter and Charlotte Carter (Smith); and his siblings, Steven Carter and Pamela A. Dent. He is survived by: his children, Steven Carter (Amber Blume) of Salina, Kansas, Lisa George (Harrison) of Erie, Kelli Carter (Keenga Carter) of Greensboro and Jackie Fulkerson of Kansas City, Missouri; his grandchildren, Rylee Altman, Quinnlee George, Talon George and Greyson George; and his siblings, Jamie Carter (Pam) of Joplin, Missouri, Becky Smith of Farlington, Margaret Beezley (Meg) of Afton and Lori Carter of Girard. He is also survived by numerous nieces, nephews, and cousins.
