He was predeceased by: his parents, Fred C. Elkins and Alwyn "Gail" Elkins (Hyland); and his brother James "Jim" Elkins. He is survived by: his children, Joseph B. Travis of Pensacola, Chelsea D. Elkins of Topeka and Dustin C. Elkins of Mossy Rock; and his siblings, Kathleen "Kate" Heasley of Yachats, William "Bill" Elkins (Susan) of Weare and Donald "Don" Elkins (Shelly) of Pleasanton, California.. He is also survived by eight grandchildren, six great-grandchildren.
