He was loved and cherished by many people including: his wife Gayla Starkey; his children, Laura Heflin (Richard), Randall Starkey II (Alison) and Shane Starkey (Tamara); his grandchildren, Levi Starkey (Morgan), Mickayla Starkey-Kean (London), Jesse Heflin, Gage Starkey, Christie Wingert-Palmer, Jennifer Branlund, Bree Thompson, Chase Thompson and Anthony Heflin; his siblings, Beverly Meeks (Fred), Peggy Kuhn (Charles), Brenda Hainey (Gordon), Donna Needham (Duane) and Karla Williams; and his parents, Anna Adams and Ira Starkey. He was also cherished by many nieces and nephews.
Visitation was held on Saturday, July 19th 2025 from 10:00 AM to 11:00 AM at the Parker-Price Cremations, Funerals & Receptions (245 NW Independence Ave, Topeka, KS 66608). A funeral service was held on Saturday, July 19th 2025 from 11:00 AM to 12:00 PM at the same location. A burial was held on Saturday, July 19th 2025 at 12:15 PM at the Prairie Home Cemetery (3430 NW Menoken Rd, Topeka, KS 66618).
