He was predeceased by: his stepfather Dennis Perkins; and his stepsister Paula Clanton. He is survived by: his son Jesse Skinner; his grandson Daelyn; his parents, Richard Skinner (Tamara Milligan) and Lorraine Perkins (Rollins); his siblings, Lori Mickey (Elmer), Lisa Lux, Jim Skinner (Penny) and Eric Milligan (Kristine); his stepsister Melissa Racer; and his nieces and nephews, Zack Lux (Gabby), Hali Lewis (Chris), Elijah, Emily Clanton, Quin Racer, Derek Skinner (Megan), Kyle Skinner, Carlie Skinner, Trevor Treiber, Tanner Treiber (Steve), Taylor Martinak (Tyler), Alexis Peden Kaleigh (Tyler) and McKree Milligan (Morgyn).

Memorial contributions may be made to the Moving Ahead Partnership (MAP) in care of the Topeka Rescue Mission or to Shriners Hospital for Children.
