He was predeceased by: his parents, William H. Packard, Sr. and Emily Packard (Dunsmore); his siblings, Dexter Packard, Paula Smith, Emily Fields, Jeanne Overstreet and Velva Stone; and his son Michael Packard.
He is survived by: his wife Frances "Jeanne" Packard; his siblings, Bruce Packard, Ruth Headley and Dixie Eaves; his children, William, Robert Packard and Cynthia Gestl; and his grandchildren, Nicole Larkey, Amanda Gestl, Cassandra Gestl, Danielle Brooks, Tabitha Packard, Jesse, Joey, Andrew and Robert Packard, Jr.. He is also survived by 18 great-grandchildren.
In lieu of flowers, a memorial fund has been established for the Kansas Humane Society, 3313 N. Hillside, Wichita, KS, 67219.
