He was predeceased by: his mother Malvery Vanderpool Payne; his son William Sammons; his granddaughter Chazii Dawn Payne; and his brother Charles Payne. He is survived by: his father William Payne; his wife Darlene Smith Payne; and his children, Jason Payne (Lisa), Keith Prikle, Clifton Payne and Rachel Russell (late Deron). He is also survived by 9 grandchildren, and 12 great grandchildren and many other loving family members and friends.
Visitation was held on Friday, September 11th 2026 from 11:00 AM to 12:00 PM at the Steen Funeral Home 13th Street Chapel (3409 13th St, Ashland, KY 41101). A funeral service was held on Friday, September 11th 2026 at 12:00 PM at the same location.
