He was predeceased by: his parents, William Forest and Ethel Dean Kelley; and his siblings, Richard Kelley and Helen Kelley Wallace. He is survived by: his wife Brenda Senters Kelley of Ashland; his children, William T. Kelley (Angela) of Ashland and Tracey Lynn Kelley of Ashland; his grandchildren, Christopher Kelley (Katelyn) and Carrie Kelley; his great grandchild Coraline Kelley; and his great-nephew Noah Roberts.

In lieu of flowers, donations in Tom's memory may be made to Community Hospice, 1480 Carter Avenue, Ashland, KY 41101 or to the National Law Enforcement Officers Memorial at lawmemorial.org.
