He was predeceased by: his parents, Frank Carter Howard and Agatha Lykins Howard; and his siblings, Clifford Howard, Garret Howard, Joe Howard and Betty Alice Wood.
He is survived by: his wife Phyllis Dickison Howard; and his children, Randy Howard (Missy) of Ashland, Jean Ann Vawter (Michael) of Fort Mill and Renee'Morgan (Jim) of Bardstown. He is also survived by nine grandchildren, seventeen great-grandchildren, and a host of other family members and friends.
