He was loved and cherished by many people including: wife: Janice Harlow; daughters: Jenny Harlow, Becky Roach (Doug), Kim Luttrell (Mark), and Stephanie Harlow; grandchildren: Jamie Roach, Maddie Luttrell, Mason Luttrell, and Cole Roach; sisters: Nancy Lewis (Wilbert), Sherry Deakins, and Thelma Haney; brother: William Harlow; parents: Estill and Dora Jean Harlow; son: Cecil Thomas Harlow Jr.; brothers: Kenny Harlow, Leon Harlow, and Tommy Harlow; other: Anthony Wilcox, Lucas Peyton, Dean Thomas, William Carroll, Betty Carroll, and Ricky Lunsford; and many nieces and nephews.
Visitation was held on Tuesday, September 22nd 2026 from 10:00 AM to 2:00 PM at the Ritchie & Peach Funeral Home (701 N Main St, Lawrenceburg, KY 40342). A funeral service was held on Tuesday, September 22nd 2026 at 2:00 PM at the same location.
