He was predeceased by: his parents, Milford Lowe and Gertie Lowe (Jones); his wife Phyllis Irene Lowe (McCoy); and his siblings, Hayes, Ed Lowe, Garnet Maynard, Larna Nichols and Eunice Jean Delong.

He is survived by: his stepmother Doris Lowe; his sons, Mark Lowe (Sharon) of Inez, KY and Randall Lowe (Sue) of Pikeville, KY.; his grandchildren, Lisa Risner (Zac) and Vinnie Lowe; and his great grandchildren, Myriah Risner, Lucca Risner and Miquella Risner. He is also survived by nieces and nephews.
