He was predeceased by: his parents, Clarence Phillips and Magdalene Wells Phillips; and his brothers, William Phillips and Don Phillips, Sr.. He is survived by: his fiancé Kelly Loxley of Livermore; his children, Troy Phillips of Livermore, Roy Phillips (Tiffany) of Livermore, William Phillips of Tennessee, Cindy Phillips of Livermore and Cathy Torres of Beech Grove; and his sisters, Nancy Nelson of Buck Creek and Shirley England (Coleman) of Richmond, Kentucky.. He is also survived by 15 grandchildren; 12 great-grandchildren.
