He is survived by: his wife Phyllis Skaggs; his children, Keith Allen Skaggs, Thomas Ray Skaggs, John Wayne Skaggs and Charlotte Ann Fink; and his brother Ralph Skaggs. He is also survived by nieces, nephews, cousins, extended family and friends.
