He was predeceased by: his father Cecil W. Phelps; and his wife Lynda Jay Nickell Phelps. He is survived by: his stepchildren, Carol Workman (Bobby) and Gregory Dean Nelson (Karen); and his stepgrandchildren, Jessica Nelson, Aimee Workman, Annie May, Leslie Nguyen, Ashley Nelson and Allison Nelson. He is also survived by 15 Step Great Grandchildren.
