He was predeceased by: his daughter Casey Skaggs; and his parents, James Walter and Betty Jo Skaggs. He is survived by: his wife Lisa Jackson Skaggs; his daughters, Allison Smith (Tim) of Farmington, KY and Madison Skaggs (Derek Roberts) of Symsonia, KY; and his brother James Clayton Skaggs of Illinois.
