He was predeceased by : his father Hobart Phelps; and his siblings, David Phelps and Darlene Houston Sanders. He is survived by : his mother Lois Henderson Phelps; his siblings, Chuck Phelps, Don Phelps, Kenny Phelps, Mary Marsee, Brenda Smith and Betty Phelps; and his son Jacob Partin. He is also survived by nieces, nephews, other relatives and special friends.
