He was predeceased by: his parents, James Hugh and Artie Dye Carter; and his grandparents, Tom and Viola Dye. He is survived by: his wife Iris Carter; his children, Colin Carter (Paula) and Jennifer (Joe Butler); his grandchildren, Brent, Jessica, Kennedy, Caleb, Tim, Travis and Jeff; his sisters, Phyllis Nelson and Joyce Compton; his brother-in-law Jon Mckeehan (Polly); his nephew Carl Markaham (Teresa); his grandchildren, Lauren Couch and Landon Couch; and his son-in-law Joe Butler. He is also survived by other relatives, church family, and many friends.
In lieu of flowers, the family request that memorial contributions in Phillip's honor be made to the Gateway Christian School, 1 Gateway Drive, Middlesboro, KY, 40965.
