He was predeceased by: his parents, Lester Phelps and Pauline Shepherd Phelps; and his siblings, William Phelps, Nola Embry, Leo Phelps, Sara Lee, James "Big Jim" Phelps, Randall Phelps, Evertt Phelps, Wendell "Nip" Phelps, Martin Phelps and Marcella Hammers.
He is survived by: his significant other Shannon Ashby of Morgantown, KY; and his siblings, Raymond L. Phelps of Morgantown, KY, Helen P. Henderson of Morgantown, KY and David Phelps (Karen) of Morgantown, KY. He is also survived by 11 great-grandchildren, numerous nieces and nephews.
Visitation will be held on Sunday, August 10th 2025 from 5:00 PM to 8:00 PM and on Monday, August 11th 2025 from 8:00 AM to 11:00 AM at the Jones Funeral Chapel (927 W G L Smith St, Morgantown, KY 42261). A funeral service will be held on Monday, August 11th 2025 at 11:00 AM at the same location.
