He was predeceased by: his parents, Elijah Skaggs and May Kinster Skaggs; his wife Opal Holbrook Skaggs; his daughter Dazel Mauk; his great grandchildren, Randy Sammons and Thomas Holbrook; his siblings, Norwood Skaggs, Willie Skaggs and Wonedia Flannery; and his son-in-law Ed Williams.
He is survived by: his children, Joyal Thomas Skaggs of Salt Lick, Glen Willie Skaggs (Loretta) of Elliott County, Kentucky, Della Faye Williams of Richmond, Patricia Ann Holbrook (Johnny) of Olive Hill, Melissa Caudill (Jim Tom) of Morehead and Karen Sue Fulcher (Eric) of Prospect, Kentucky; and his siblings, Waldo Skaggs of Stark, Kentucky, Marcella Hawes of Stark, Arvetta Adkins of Brown Ridge, Helen Williams of Augusta and Lois Machen of Augusta. He is also survived by 21 grandchildren; a host of great-grandchildren.
