She was predeceased by: her parents, William Andrew Carter and Ovie Bazzell Carter; and her husband Bill Whitlow. She is survived by: her son Jeff Whitlow of Paducah; and her granddaughter Morgan Whitlow of Pensacola, Florida..
Visitation was held on Monday, August 31st 2026 from 11:00 AM to 1:00 PM at the Milner & Orr Funeral Home of Paducah (120 Memorial Dr, Paducah, KY 42001). A funeral service was held on Monday, August 31st 2026 from 1:00 PM to 2:00 PM at the same location.
