He was predeceased by: his parents, Leacy Harper and Cecil Harper Sr.. He is survived by: his wife Terris Harper; his children, Stephen Harper (LeAnn) and Sherry Neel (Michael); and his granddaughters, Rebecca Neel Goavec (Justin) and Katherine Neel.
