He is survived by: his spouse Oma Smith Ballard; his parent Millie Spicer Ballard; his son James Arthur Ballard of Millersburg; his stepdaughters, Cindy Ross, Cynthiana, Connie Smith and Irvine; his siblings, Lewis Ballard of Carlisle, Melvin Ballard of Carlisle, Travis Ballard of Carlisle, Walter Ballard of Carlisle, Rose Dray (Roy), Linda Evans (David), Martha Dray (Tony), Emma Ballard, Paris, Mary Turpin and Irvine; his siblings-in-law, Elly Hixon (James), Barbara Kenney (Carl), Cathy Stinnett and Roger Smith (Donna); and his daughter Jacqualin Ballard. He is also survived by several grandchildren, great grandchildren, nieces, and nephews.
