He was predeceased by: his parents, Cero Blackburn and Irene Blackburn; and his sister Emmalene Howard. He is survived by: his wife Shelia Carol Blackburn; and his siblings, Gene Blackburn (Carol) of Allen, Cliff Blackburn of Stanton, Larry Blackburn (Judy) of Pikeville and Marlene Scott of Pikeville. He is also survived by Nieces and Nephews.
