He is survived by: his wife Pamela Shepherd Blackburn; his children, Maryann Hall of Winchester and Kevin Blackburn (Louquida) of Prestonsburg, Kentucky; his grandchildren, Tyler Whitley, Kaitlin Poe, Jonathan Blackburn, Madison Whitley, Bryce Patton and Janda Blackburn; and his sister Patty Manuel of Warsaw, Indiana. He is also survived by 3 Great Grandchildren, and A Host of Nieces, Nephews, Family & Friends.
