He was predeceased by: his father Stephen Gregory Starnes; and his grandparents, Fred, Imogene Conley Starnes, James and Jean Belcher Raines.
He is survived by: his mother Darlene Raines Starnes of Prestonsburg, KY; and his brothers, Travis Daniel Starnes of Prestonsburg, KY and Aaron Ochoa of Lexington, KY..
In lieu of flowers, the family requests donations be made to Destination Community Church in Prestonsburg.
