She was predeceased by: her husband Fred Carson Neff; her parents, Alex Couch and Ollie Turner Couch; her brothers, Alvis Couch and Sidney C. Couch; her grandson T. J. Boggs; and her great grandchildren, Allie Duncan and Nevaeh Harrell.
She is survived by: her children, Elizabeth "Libby" Young of Dione, KY, Loretta (Mack), Brock of Putney, KY, Hershell (Trish), Young of Putney, KY, Carla Hartsell (Jerry) of Rutledge, TN, Stephanie (Bradley) and Harrell of Rutledge, TN; and her brother Tommy Couch of Wallins, KY. She is also survived by her 13 grandchildren, 12 great grandchildren, and 13 great great grandchildren.
Visitation will be held on Monday, September 21st 2026 from 11:00 AM to 1:00 PM at the Anderson Laws & Jones Funeral Home (114 S 3rd St, Harlan, KY 40831). A funeral service will be held on Monday, September 21st 2026 at 1:00 PM at the same location.
