He was predeceased by: his parents, John Henry and Mattie Rader Payne; his son Phillip M. Payne Jr.; and his siblings, Henry Payne, Buster Payne, William Payne, Tootsie Moberly, Eloise Perkins, Barbara Sams, Carol Madden and Janice Renfro.

He is survived by: his wife Alveria Baker Payne; his children, Lisa Harrison (Bill) and Jonathan Payne (Diane); his daughter-in-law Cindy Kelsey-Payne; his grandchildren, Chris Harrison (Katie), Holly Johns (Joshua), Phillip Chandler Payne and Evan Blake Payne; and his great grandchildren, Bryce Taylor, Graci Johns, Lucas Johns, Charli Jo Harrison, Liam Harrison and Jude Payne Harrison. He is also survived by other relatives and friends.

In order to protect the family, Covid 19 mandates will be observed. Guests will be required to wear a face covering and practice social distancing.
