He was predeceased by: his parents, Jules E. Phelps and Lennie L. Henderson Phelps; his daughter Julia St Amand; his grandson Tyler Beach; and his siblings, Glady McDaniel, Troy Phelps, Mable Livers, Edward Phelps, Lois Basham, Veda Schmidt and Dudley Phelps.
He is survived by: his wife Donna Krouskop Phelps of Rochester, KY; and his children, Clara Brooks (Myron) of Indianapolis, Janet Phelps of Indianapolis, Beverly Phelps of Indianapolis, Michaela Woodcock (Hillard) of Jetson, Rebecca Beach of Bowling Green and Leeann Arnold (John) of Rochester, Kentucky.. He is also survived by 12 grandchildren, 16 great-grandchildren, 4 great-great-grandchildren, and several nieces, nephews, and cousins.
Visitation will be held on Friday, October 9th 2026 from 4:00 PM to 7:00 PM and on Saturday, October 10th 2026 from 9:00 AM to 11:00 AM at the Jones Funeral Chapel (927 W G L Smith St, Morgantown, KY 42261). A funeral service will be held on Saturday, October 10th 2026 at 11:00 AM at the same location.
