He was predeceased by: his parents, James Fred Baxter Sr. and Mildred Summers Baxter Whitaker; his wife Daisy Lillian Inghram Baxter; his brothers, Robert Baxter, Tommy Baxter and James Fred Baxter; and his son-in-law Tommy Rucker.
He is survived by: his children, Vicky Hill (Dan) of Voorhees, Kay Rucker of Shelbyville, Johnny Baxter of Mount Eden and Kathy Cook (John) of Aptos California; and his brothers, Kenny Baxter and Donnie Baxter. He is also survived by his six grandchildren; and his fourteen great-grandchildren.
