He was predeceased by: his parents, Henry M. Phelps and Lucy Phelps; his children, Darrell Ray "Buck" Phelps, Johnny Carroll Phelps and Iva Lee Phelps; and his siblings, Kenneth Paul Phelps, Robert "Bob" Phelps, Elmer Phelps and Iva Alexander.
He is survived by: his wife Joyce Phelps (Keeney); his children, Robert Lee "Bob" Phelps (Tammy) of Somerset, Ray Elmer Phelps Jr. (Karen Denny) of Somerset, Rodney Dale Phelps of Somerset and Beverly Joyce Phelps Glover (Randy) of Somerset; his brother Chester "Lynnie" Phelps; his grandchildren, Destiny Brake, Tosha Gardner, Summer Phelps, Nathaniel Phelps, Katie Phelps, Brandon Phelps, Xavier Phelps and Cody Phelps; and his great grandchildren, Ebony Brake, Tyler Brake, Heaven Johnson, Amarie Johnson, Zuri Gardner, Kacen Phelps, Liam Phelps and Emery Smith.
Visitation will be held on Friday, October 3rd 2025 from 11:00 AM to 1:00 PM at the Chapel of the Southern Oaks Funeral Home (2110 KY-914, Somerset, KY 42503). A funeral service will be held on Friday, October 3rd 2025 at 1:00 PM at the same location.
