He is survived by: his mother Wilma Cook Phelps of Somerset; his daughter Melinda Phelps (Breanna Bell) of Nancy; and his brothers, Edwin Phelps (Laura) of Somerset and Douglas Phelps (Pam) of Somerset. He is also survived by 2 nieces and 3 great-nephews.
