With heavy hearts, we announce the death of Judy Carter Baxter of Tompkinsville, Kentucky, who passed away on January 30, 2026 at the age of 83. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.
She was predeceased by: her parents, Earl Carter and Gladys Pickerell Carter; and her siblings, Dr. Levonne Carter, Windell Carter, Douglas Carter and Jean Payne.
She is survived by: her husband Joe Benton Baxter; her daughter Kathy Jo Baker (Tom); her grandson Joe Braxton Baker of Sulphur Lick; and her siblings, June Robins of Greenville, Deven Smith and Gary Emberton.
In lieu of flowers, donations may be made to the Monroe County Backpack Program in memory of Judy.
