He was predeceased by: his wife Ruby Pacquiao Voils; his parents, Lewis Voils and Myrtle Kathleen Mastin Voils; and his brother-in-law Ray Tackett. He is survived by: his children, Benjamin Voils (Kelly), Cecil Voils, Jr., Bruce Voils and Moriah Voils; his grandchildren, Adyn, Kolby, Jacob and Noah; his sister Nancy Tackett; and his close friend Tim Ditmore.
