He was predeceased by : his parents, Donald Milligan and Sarah Maggio Richard; his stepfather Peter Richard; and his sisters, Jennifer Milligan Hastings and Sandy Milligan Stiles (Richard).

He is survived by : his wife Penny Renee Milligan; his children, Douglas Charles Milligan, Jr. (Jamy), Brian Douglas Milligan, Ronald James Bastine (Mariah), Nikki Renee Milligan Fussell, Ashley Nicole Milligan Breaux (Chet) and Danielle Foshee Montiville (Brett); his grandsons, Aaron, Zachary, Matthew Fussell and Lane Breaux; his great grandchildren, Hazel and Olive Fussell; and his brother David Milligan (Pam). He is also survived by nieces and nephews.
