He was predeceased by: his parents, W. T. Carter and Ruth Dale McMakin Carter; and his sisters, Pauline Allen, Josephine Landa, Geraldine and Doris Ann Young.
He is survived by: his wife Lorene Baker Carter; his children, Thomas Wayne Carter and Gayle L. Carter; and his granddaughters, Beverly, Jennifer and Pamela Ashby. He is also survived by nieces, nephews.
