He is survived by: his son Thomas R. Carter; his siblings, Charles Scott Carter, Nancy Jean Brown (Paul), William Bradley Carter (Carol) and Linda Carter Pembroke (Michael); and his brother-in-law Allen Hope. He is also survived by his family and many close friends.
