He is survived by : his wife Debra Moran Penn of Sulphur; his daughter Merissa Dartez (Bryan) of Sulphur; his stepdaughters, Melinda Touson of Sulphur and Jennifer Nelson (Gilbert Nelson) of Vinton; his sons, Dwayne Penn of Sulphur and Robert James Penn II (Sara) of Sulphur; his stepson Shawn Frederick of Sulphur; his grandchildren, Raynee Bolton (Jace Bolton), Robert James Penn, III, Reid Penn, Kieanna Nelson, Zerrianna Nelson, Kenya Nelson, Amiyah Nelson, Preston Cain, Keenon Cain and Charles Meaux; his great grandchild Adlee Grace Bolton; and his siblings, Margaret Terry Sonnier of Crowley and Marcus Penn of Crowley.

Visitation was held on Monday, April 22nd 2024 from 3:00 PM to 8:00 PM and on Tuesday, April 23rd 2024 from 7:30 AM to 9:45 AM at the St. Michael the Archangel Catholic Church (224 W 5th St, Crowley, LA 70526). A rosary was held on Monday, April 22nd 2024 at 6:00 PM. A Mass of Christian burial was held on Tuesday, April 23rd 2024 at 10:00 AM at the same location.
