He was predeceased by: his parents, Leonard Ray Harper, Sr. and Louisa Bailey Harper; his wife Sheryl Harper; and his siblings, Leonard Ray Harper, Jr., John Ellis Harper, Margaret "Faye" H. Martin, Betty H. Kovach, Regina Harper and Linda H. Starkey.
He is survived by: his children, Frank N. Harper, Jr. (Brittany) and Vanessa Mitchell (Christopher); his siblings, Wesley "Dub" Harper, Robert "Bobby" Harper, Paul and Mary Harper; his grandchildren, Jaxon, Jakob, Giselle of C'Mya, CJ and Jaylen; and his great grandchild Kay'lhani.
Visitation will be held on Tuesday, August 26th 2025 from 9:00 AM to 12:00 PM at the Harry McKneely & Son Funeral Home (2000 N Morrison Blvd, Hammond, LA 70401). A funeral service will be held on Tuesday, August 26th 2025 at 12:00 PM at the same location. A burial will be held on Tuesday, August 26th 2025 at 1:15 PM at the Johnson Cemetery.
